Project Manager – Echo Technical Support Consortium

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. 
Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.
Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora. 
To this end, we are seeking to fill the following positions:
Project Manager – Echo Technical Support Consortium
Location: Nairobi
Contract: Fixed term, 16 months; National Level C2
As the Project Manager reporting to the ECHO Consortium Lead, you will network and influence the ECHO consortium technical support unit (TSU) in order to ensure timely support to consortium partners. 
The post holder will ensure that all TSU comply with their terms of reference and that technical requirements are applied and maintained by all consortium members. 
He/she will represent Oxfam in meetings with government officials, UN agencies, other NGO staff and donors as appropriate. 
The role ensures implementation of monitoring and evaluation systems, undertake partner evaluations, capacity build and develop local level agreements where appropriate. 
To be successful in this role, you will need to have a relevant degree coupled with significant experience of managing emergency and development projects, and a good understanding of relevant humanitarian and policy issues. 
You will have demonstrable representation skills coupled with proven influencing and negotiating skills with internal and external audiences. 
You will be sensitive to cultural differences and the ability to work in a wide variety of cultural contexts. 
You will also have excellent team work skills and the ability to build good relations both internally and externally. 
Ability to work well under pressure and in response to changing needs will be an added advantage.
